It's simply a jeans pocket with backing and a piece of leg hem used as a hanger. No tutorial or pattern, but you should be able to figure it out using the picture.
Check out your local Salvation Army or Goodwill for a bargain pair of jeans to use in this project. It would be a great gift for a teen for Christmas (yikes!).
